In a first for the Philippines, the Sangguniang Panlungsod of Olongapo City has launched the country’s first SangguniAPP — a mobile and web application designed to bring local government closer to the people through technology.

What Is SangguniAPP?

SangguniAPP is an AI-powered digital platform that lets residents, barangay officials, and city council members access legislative information, participate, and communicate more easily. It’s available on the web now, and will soon launch on iOS and Android.

Instead of waiting in line or tracking down paper documents, users can interact with their city council digitally — making local governance more transparent, accessible, and responsive.

Why It’s Historic

On January 28, 2026, the Sangguniang Panlungsod of Olongapo, led by Vice Mayor Kaye Ann S. Legaspi, unveiled SangguniAPP at a formal event held at the SMX Convention Center.

This marks the first time a local government unit in the country has adopted an AI-integrated platform specifically to support:

  • Citizen participation in legislation
  • Transparent access to council work
  • Inclusive engagement across all sectors

Representatives from legislative organizations, barangay officials, and civil society joined the launch — demonstrating widespread interest in digital public service.
